📋 Intended Outcome

A publicly accessible pan-Canadian beneficial ownership registry eliminates anonymous shell companies used to park and launder dirty money.

🏛️ Provincial Action (BC)

BC's Land Owner Transparency Registry is fully operational and populated. BC submitted corporate data to the national registry ahead of the 2023 deadline.

🇨🇦 Federal Action Needed / Taken

Canada's federal beneficial ownership registry launched January 2024 under Corporations Canada. Full public search capability remains limited. Verification of reported data is a significant gap. Trusts and some holding structures remain outside scope.

Analysis

Progress is real but incomplete. The recommendation called for a fully public, verifiable registry by end of 2023. The federal registry exists but the quality and verifiability of data is contested. Nominee ownership through trusts remains a gap.

Without verification of reported beneficial owner data, the registry can be gamed. Trusts remain a major loophole. Federal leadership is needed to close these gaps.
