BCLC implemented the $3,000 source-of-funds threshold in 2022. Suspicious transaction reports have remained well below the 2014–2018 peak since implementation.

Analysis

One of the clearest wins of the Cullen process, implemented promptly. It built on Dr. Peter German's 2018 interim recommendation that reduced suspicious casino cash by nearly 90%. The lower threshold closes an obvious gap.

Ongoing vigilance required. Criminal actors adapt quickly. BCLC's compliance monitoring culture must be sustained. The $3,000 threshold should be reviewed periodically.
