Eliminating anonymous gambling by requiring all casino play to be linked to verified accounts creates a full audit trail for every gaming transaction.

BCLC's PlayPlus account-based system is rolling out. Major Lower Mainland casinos are substantially enrolled. Full 100% implementation across all BC casinos remains incomplete as of May 2026.

Analysis

Account-based play is a transformative anti-money laundering tool — it closes the anonymous gambling window that was central to the Vancouver Model. Progress is genuine but the minister has not yet set the firm completion deadline called for by the Commission.

Interior and smaller casinos lag behind. Delay creates continuing vulnerability. A hard regulatory deadline with consequences should be set immediately.
