📋 Intended Outcome
Removing fees for law enforcement access to the Land Owner Transparency Registry enables investigators to identify the true owners of BC real estate without cost barriers.
🏛️ Provincial Action (BC)
BC removed the fee barrier for law enforcement and AML regulators through a 2023 amendment to the Land Owner Transparency Act. Registry is fully populated with historical data as of 2024.
🇨🇦 Federal Action Needed / Taken
No direct federal action required. LOTR data has been integrated into FINTRAC intelligence workflows.
Analysis
This recommendation was cleanly implemented. The LOTR fee waiver for law enforcement was a practical and important step. The registry is now a functional tool for AML investigators.
⚠️ Risk / Outstanding Issues
Sustained monitoring of registry effectiveness by the AML Commissioner is required, as called for under Recommendation 34. Data quality and verification remain ongoing concerns.
